Kernel mode differs from user mode; the tools and design approach are different, but studying the kernel is essential these days. 
Many anti-cheat programs for games and hardware emulators require access to the kernel.
However, ring 0 debuggers (like Windbg) are more austere than ring 3 debuggers (x64Dbg, etc.).
Regarding risks, there aren't really any; all kernel driver developers work with virtual machines.
